Plaza Sipil is the second of three open spaces along Sumbu Kebangsaan (the main pillar of the IKN city structure). Located on the south side of the Plaza Seremoni, both plazas are connected through a second-level pedestrian bridge. From its top hill, visitors could see the panorama of most of the city in the lower area.

The main areas in this open space are seven ecoregions of Indonesia (presenting Kalimantan, Jawa, Sulawesi, Bali & Nusa Tenggara, Papua, Maluku, Sumatera), Bukit Bendera, and Civilization Museum.
